Islamabad, January 17, 2011: A two-day workshop on PEC Cost and Contract Documents started on Tuesday (Jan 17, 2012) at Pakistan Engineering Council (PEC) Head Office Islamabad.

The objective of the workshop is to deliberate on how to use the PEC construction cost data, preparation of project specific bidding documents, use of EPC/BOT contracts, evaluation and award of consultancy contract and price adjustment procedure in construction and consultancy contracts.

Chairman of the Pakistan Council of Architects and Town Planners, Ms. Shama Usman, while inaugurating the workshop, appreciated the development and monthly updating of market based rates of all construction costs for 122 districts of Pakistan by the Pakistan Institute of Cost & Contracts (PICC) which is a subsidiary of PEC. She advised the participants to concentrate in these two days deliberations to get maximum benefit from the workshop.

Mr. Terry. N. Woods, Consultant Asian Development Bank (ADB) stated that PICC Cost Data is of international standards. It has become a role model for other countries of South East Asia, he added. Engr. Mazhar-ul Islam, Chief Executive of PICC informed  the participants that PEC had already prepared and put on its website the 19 standard bidding and contract  documents for procurement of engineering goods, works and services which are the law of the land for that purpose. He also informed that PICC Cost Data is being Notified for use by all stakeholders throughout Pakistan. Mr. Mazhar further informed that mandate for such standardization of Cost Data & Contract Documents have been given by the Parliament to PEC under the PEC Bill 2011.

Over one hundred engineers from contractors, consultants and public sector organizations including Capital Development Authority, NESPAK, Works & Services Department, Pakistan Medical & Dental Council, Heavy Mechanical Complex, Irrigation Department and Dr. Abdul Qadeer Khan Research Laboratory Kahuta are participating in the workshop.  #
